An excerpt from "Your Foal: Essential Training for the Young Horse":

Spend some quality time on this. Ask the horse to bring his head a few inches to the side, releasing when his neck relaxes. Ask him to bring his head toward his knees; ask him to bring his head upward. Practice until these simple gives happen effortlessly. Note: If you ask him to bring his head to the side and he responds by swinging his hips around (a typical response), keep your applied pressure and move your hand to continue suggesting "move your head to the side." (If that's not practical, see if you can't get a small give in any direction before releasing.)
